County Releases Budget Preparation Guidelines
At a briefing Monday morning, the Mason County Commissioners released their 2019 and 2020 Preliminary Budget Preparation Guidelines.
The guidelines letter, dated July 9, 2018, says, “Faced with reduced revenues and dwindling reserves, the Commissioners will not entertain increases in the 2019 Current Expense budgets.” And “Department Heads and Elected Officials are asked to present a 2019 budget at 2018 adopted budget levels, and a 2020 ‘shadow budget’ at 2019 levels.”
Under “Revenue Levels,” the four-page letter says property taxes will increase one-percent and asks that grants be “budgeted conservatively with projected amounts to be received within the proper budget year.”
Under “Expenditure Levels,” the guidelines say, “Wages for union represented employees with signed union contracts should all reflect signed union contracts including general wage, step and COLA increases.” And “Wages for non-represented employees shall reflect step increases only. There will be no additional increases to non-represented salaries. The BOCC may increase non-represented wages at a later date.”
Among other items, the guidelines ask for budget narratives, FTE counts and organizational charts.
Preliminary budgets are due close of business on Monday, August 13th, 2018.
